Guangzhou-China,September 10 ,2026- On September 4, the 32nd APEC Small and Medium Enterprises Ministerial Meeting was held in Guangzhou, Guangdong Province. Themed “Innovation-Driven Development for Win-Win Cooperation,” the meeting brought together small and medium enterprises (SMEs) officials from APEC economies, representatives of the APEC Secretariat, and other distinguished guests to discuss three key topics: technological innovation, digital empowerment, and inclusive development.

The meeting produced and released the Chair’s Statement of the 32nd APEC Small and Medium Enterprises Ministerial Meeting and the Chair’s Proposal on MSMEs’ Innovation and Resilient Growth (Guangzhou Proposal). The Chair’s Statement addresses the real concerns of SMEs in innovation-driven transformation, resource acquisition and market expansion, and charts the course for SME cooperation among APEC economies in the years ahead. The Guangzhou Proposal contributes China’s mature experience and innovative outcomes to the region. In addition, the one-day meeting witnessed the announcement of two major platforms: the Asia-Pacific artificial intelligence empowerment cooperation center for SMEs in Guangzhou and a dedicated SME cooperation zone in Shenzhen, injecting fresh momentum for SMEs to expand across the region and connect with global markets.

As a major manufacturing and foreign trade hub, Guangdong is home to nearly 8.7 million SMEs, accounting for roughly one-seventh of China’s total. With such a vast number of SMEs, how does the province support their global expansion? Li Tong, CEO of Guangdong Kuku Intelligent Robot Co., Ltd., a local Guangdong enterprise, shared her perspective. She noted that various government departments frequently reach out to see whether they have encountered any difficulties in customs clearance, certification and other aspects of going global, and provide a comprehensive package of support services. She likened the business world to a vast ocean with constant storms, where start-ups are like small boats. If they sail alone, they risk being overwhelmed by the waves. But if they can navigate alongside the “aircraft carrier” led by the government, they can find their place within the fleet and stay the course.

Maman Abdurrahman, Indonesia’s Minister of Micro, Small and Medium Enterprises, said the APEC SME Ministerial Meeting helps strengthen connectivity among APEC economies and provides a valuable opportunity for all APEC economies to exchange views on SME development and share opportunities.

This November, the 33rd APEC Economic Leaders’ Meeting will be held in Shenzhen, Guangdong. APEC has built a framework for SMEs to communicate and cooperate, and Guangdong is continuously ramping up its support for enterprises seeking to expand globally, enabling more SMEs to seize opportunities in Asia-Pacific markets with the courage and know-how to succeed.
